The United States Golf Association (USGA), in conjunction with the R&A in St. Andrews Scotland, writes, interprets and maintains the RULES OF GOLF to guard the tradition and integrity of the game.  The two organizations are joint authors and owners of THE RULES OF GOLF and DECISIONS on the RULES OF GOLF.  Through an agreement with the R&A, the rules jurisdiction of the USGA includes only the United States, its possessions and Mexico. 

 

The RULES OF GOLF should be adhered to each time you play.  As provided in Rule 33-8a, THE RULES COMMITTEE (appointed by the HOA#1 GOLF COMMITTEE) may make and publish Local Rules for local abnormal conditions if they are consistent with the policy established in the Appendix of the RULES OF GOLF.  The following local rules apply to Saddlebrooke HOA#1 golf courses during normal play.  When participating in a tournament at SaddleBrooke HOA#1, there may be amendments to these rules for that day’s or that tournament’s play as determined by the sponsoring organization’s rules committee. If you play another course, you should not utilize SaddleBrooke’s local rules.

Stones in Bunkers

Stones in bunkers are movable obstructions (Rule 24-1 applies). 

Immovable Obstructions Close to Putting Green 

Relief from interference by an immovable obstruction may be taken under Rule 24-2.  In addition, if a ball lies off the putting green but not in a hazard and an immovable obstruction on or within two club-lengths of the putting green and within two club-lengths of the ball intervenes on the line of play between the ball and the hole, the player may take relief as follows: 

The ball must be lifted and dropped at the nearest point to where the ball lay that (a) is not nearer the hole, (b) avoids intervention and (c) is not in a hazard or on a putting green.  The ball may be cleaned when lifted. 

Relief under this Local Rule is also available if the player’s ball lies on the putting green and an immovable obstruction within two club-lengths of the putting green intervenes on his line of putt.  The player may take relief as follows:

 

The ball must be lifted and placed at the nearest point where the ball lay which (a) is not nearer the hole, (b) avoids intervention and (c) is not in a hazard.  The ball may be cleaned when lifted. 

Penalty for Breach of Local Rule:  Match play – Loss of hole; Stroke play - two strokes

 

Entrances and Exits to Bridges
 

Free relief from concrete soil retention grids, stance and swing only – within one club length of the nearest point of relief, no closer to the hole.  This also applies to bare dirt attached to this area. 

Drainage Areas
 

Free Relief, except in a hazard, from all drainage areas or concrete culverts and french drains, unless otherwise marked – one club length from nearest point of relief, no closer to the hole.

 

Distance Measuring Devices

 

For all routine play at HOA#1 courses, a player may obtain distance information by using a devise that measures distance only.  A player is not permitted to use a distance-measuring device that is designated to gauge or measure other conditions that might affect his/her play (e.g., gradient, wind speed, temperature, etc.).
